The Donated Data Nobody Could Explain

A university offered a neighbourhood association a large collection of traffic data. Association chair Sima imagined using it to support their campaign for safer streets. The files contained precise journeys recorded by a cycling app. Researchers described the collection as a gift to the community, provided the association acknowledged the university in any report.

Sima asked how the cyclists had agreed to this new use. The researcher organising the transfer referred her to a consent form several years old. It mentioned academic research, but nothing about local campaigning. He argued that the cyclists would probably support safer streets. Sima largely agreed, which made the conversation more uncomfortable rather than less important.

A volunteer analyst opened a sample and quickly identified a journey beginning outside his own building. He could not name the rider, yet the detail made him hesitate. The association did not need individual routes; it needed the busiest road sections and times. Sima requested a summary that removed starting points and combined journeys into broader patterns. Preparing it would delay the campaign's report by several weeks.

At the next meeting, members voted to wait. One accused Sima of allowing caution to slow a worthy cause. She replied that the cyclists were members of the public too, not merely useful evidence. When the summary arrived, it supported most of their argument but revealed that one supposedly dangerous shortcut was rarely used. They removed that claim. Accepting less data had not weakened their responsibility to examine what the remaining data actually showed.
