The Map That Hid One Street

Council officer Pavel was proud of the interactive map showing improvements across the district. Residents could click on coloured dots to see new crossings, benches and streetlights. During a public demonstration, a woman asked him to display Bell Street. He enlarged the map, but the narrow road remained a blank grey line between two busy squares.

Bell Street had received no improvements that year. The software displayed completed projects, not rejected requests, so its silence was technically accurate. Yet the woman's mother had requested a safe crossing there three times. Looking at the cheerful dots, Pavel realised that the map presented activity without showing how the council had chosen where to act.

His supervisor resisted adding every unsuccessful request. Some contained private details, and checking them would require staff they did not have. Pavel proposed a smaller change: a separate layer showing the number of unresolved requests on each street, without names or personal explanations. The council's communications team worried that this would turn a celebration into a complaints board.

At the next meeting, Pavel demonstrated both versions. Neither revealed everything, he admitted, but one made the missing information visible. The councillors approved a limited trial. Within a month, Bell Street had the largest grey circle on the new layer, although it still had no crossing. The woman thanked Pavel for the change, then asked when construction would begin. He had no date to offer. This time, the map did not pretend that he did.
